Along with criminal offenses, hate crimes must also be collected, classified and counted. A hate crime is a criminal offense committed against a person or property which is motivated, in whole or in part, by the offender’s bias. Bias is a pre-formed negative opinion or attitude toward a group of persons based on their race, gender, religion, disability, sexual orientation, ethnicity, or national origin. While a hate crime includes each of the criminal offenses under the Clery act, it may also include larceny, simple assault, intimidation, and destruction, damage, or vandalism of property.
